Storrs Road (Route 195) Improvements for the Storrs Center Project

BL Companies provided engineering services to design streetscape, roadway, and utility infrastructure improvements for Storrs Road (Route 195) in conjunction with a proposed 1,000,000 SF mixed-use village (Storrs Center) to the Town of Mansfield. The “Storrs Center” development received a Major Traffic Generator Certificate from the State Traffic Commission (STC), as well as local approvals. As part of federal and state grants administered by the Connecticut Department of Transportation and the Connecticut Department of Economic and Community Development, the Town of Mansfield is responsible for the off-site infrastructure improvements to Storrs Road (Route 195).

BL Companies prepared highway reconstruction plans; consisting of the installation of turning lanes, medians, “bump-outs” to shelter on-street parking spaces, pedestrian crossings, traffic signals (3), traffic calming elements, and extensive new/relocated subsurface utilities, based on the approved plans by the STC. The improvement plans required significant coordination with the Storrs Center Development.

The project included an upgrade to a UCONN-owned and maintained water main. A 12-inch ductile iron water main, approximately 1,260 feet long, was installed in place of the existing 8-inch cast iron water main. As part of this work, several existing service laterals and fire hydrants were also relocated.

The project also included decorative pavement and crosswalks, a unifying row of street trees along Storrs Road, bollards, benches, LED lighting, fieldstone walls, landscaped medians, protection of an iconic 48” dia. oak tree, drive / parking lot and pedestrian safety improvements as E.O. Smith High School and Mansfield Town Hall.
